With new resources dwindling, Coontz turned his attention to training of personnel and improved shore establishments, economizing and closing bases that could reduce Navy expenditures without jeopardizing security.  As interests in the Pacific Ocean gained attention, he was able to secure funding for improvements at Navy facilities on the west coast and at Pearl Harbor.
