The end of World War I in 1919 was accompanied by an international movement for demobilization and economy. The effort to reduce the ability of one nation to dominate another was popular, but threatened to reduce the Navy to levels insufficient to maintain national security. Shipbuilding programs were cancelled, such as that of the original South Dakota class battleships.
