With the capabilities of naval aviation showing significant results, Congress created the Bureau of Aeronautics in 1921, and in 1922 the Navy commissioned its first aircraft carrier, USS Langley CV-1. Soon after, the hulls of 2 battle cruisers which were scheduled to be scrapped following the Washington Naval Conference were converted into carriers Lexington CV-2 and Saratoga CV-3.
