Blacks and whites donated blood during WWII.  The Red Cross policy separated blood donated by whites from that donated by blacks reflecting how racism in American society. It is not known if the Navy followed suit, but it would not be out of the ordinary. Sometimes, the needs of the war superseded official policy. The leadership at the command the artist depicts may have operated from that school of thought.
