Secretary of the Navy John H. Chafee inspects the corps of midshipmen of the Naval Reserve Officer Training Corps at Prairie View A & M College in 1970. Secretary Chafee was the commencement speaker and administered the commissioning oath to the thirteen members of the first graduating class from the college.
