An Ulster of Navy Blue smooth faced cloth; lined with dark blue or black material, the bottom to be 9 or 12 inches from the ground, double breasted made to button to the neck with rolling collar (Broad enough to protect ears when turned up) Seven Plain, flat buttons, with lowest to be at knee height. A belt 2 3/4 inches wide of coat fabric to be worn through loops at all times. U.S. Naval Uniform Regulations 1886.
