Caption: Being sworn into the Naval Reserve on 27 June 1940 by Commander A.B. McCrary USN (ret.), officer in charge of Naval Reserve, Navy Yard, Washington, D.C. Foster, 24, son of Mr. and Mrs. Charles Foster of Washington, D.C., was the first applicant to enlist in the new class V-7 of the Naval Reserve. Foster, a school teacher and graduate of George Washington University enlisted for a competitive training course of one month at sea and three months instruction ashore. Upon successful completion he would receive a commission as ensign in the Naval Reserve.
