Caption: Fleet Admiral Chester W. Nimitz, USN, center, congratulates Lieutenant Commander Glenn Decker left, after presenting him with the Navy Commendation Medal at Military Sea Transition Service headquarters in San Francisco on 19 April 1963. Decker, a signalman second class during the Japanese attack on Pearl Harbor 7 December 1941, received the award due to his action of remaining in an exposed signal tower to maintain a constant flow of communications between military commanders and fleet units. Looking on is Lieutenant Junior Grade B.R. Bockmann, aide to COM-12.
