Caption: Director of Pan-American Affairs, signs an agreement leasing a floating drydock to the Colombian Navy while his excellency Dr. Carlos Sanz de Santamaria, ambassador of Colombia, right, waits to sign. Witnessing the ceremonies is Captain Luis M. Riveira, ARC, Colombian naval attache, 4 August 1960. The drydock, ARD 28, was located at the Colombian Naval base at Cartagena. It was capable of docking ships with 3,000 tons displacement.
