The United States entered World War I on 6 April 1917 and a month later six destroyers arrived at Queenstown, Ireland to join the anti-U-boat campaign.  Hesitation among the Navy’s senior leaders about dividing the heavy ships of the battle fleet led to a delay in their dispatch.  United States Battleship Division 9 finally arrived off Scapa Flow in December.
