Caption: July-August 1943. Pre-sailing convoy conference, at Naval Operating Base Norfolk, Virginia, 26 July 1943. An officer of the port director's routing office is getting the conference under way, as ship masters listen. Note chart of ship convoy position assignments in background. Masters are seated in the same relative position as their ships' assignments. Ships on chart include USS CARD (CVE-11), ten LSTs, USS CHEPACHET (AO-78), and 70 identifiable merchant ships.
